 Why read this document?

This document discloses to the public information relating to each establishment covered by the major-accident prevention scheme involving dangerous substances and limiting their consequences for human health and the environment and also indicates where additional information can be obtained.
Large-scale accidents (eg fires, explosions, spills) related to the release of hazardous substances present in establishments may endanger workers in these establishments and the surrounding population and seriously affect the environment.
Decree-Law 150/2015 of 5 August establishes the obligations to be fulfilled by operators of establishments in order to prevent hazards and limit the consequences of major accidents. This document therefore intends to comply with the provisions of paragraph 1 of article 30 of that law.

 

By whom is the information prepared?

The information presented is the responsibility of the operator of the establishment. Part of the information - that refers to the forms of warning, the measures of self-protection to be adopted by the population in case of an accident and the External Emergency Plan - is elaborated in articulation with the Municipal Council, in particular with the Municipal Civil Protection Service .

Immediate action by the operator in the event of a major accident

Under article 28 of Decree-Law no. 150/2015 of 5 August, in the event of a major accident, the operator:


General information on how the public concerned will be advised in the event of a major accident and adequate information on the self-protection measures to be taken by the population in the establishment's surroundings

In the event of a serious accident involving hazardous substances, the procedures to be adopted in the event of an alert and appearing in the ESRP are activated, informing the City Council immediately; the City Hall / Municipal Civil Protection Service will define the ways in which the warning to the population will be executed and which self-protection measures to adopt in the surroundings of the establishment.
